Expanding an object will display the subobjects within and the arrow will point down and turn black. Items with arrows pointed towards them mean that objects exist in them that can be expanded. As the name suggests this is to enable easier navigation through Windows Explorer. The left window of Windows Explorer is called the navigation pane.
